Sorry, can you clarify what you mean by “target their own troops in order to [kill] civilians”? My understanding is that, after the resistance learned that they could trade Israeli civilians and soldiers for large amounts of their own hostages in Israeli dungeons, the counter to that advantage is to kill whoever you need to to ensure a hostage exchange never happens
